In recent years, the whole province has conscientiously implemented the concept of green development, resolutely declared war on pollution, strengthened ecological and environmental management, and continuously improved environmental conditions. To ensure that the total discharge of major pollutants in the province will be greatly reduced by 2020, the overall improvement of ecological environment quality will be improved develop this action plan.
1.Strict environmental access.
All localities should strengthen regional and planned environmental impact assessments, and clearly define the industries, production processes and industrial catalogues that prohibit and restrict development. Newly renovate and expand the environmental impact assessment of gas-related projects such as steel, petrochemical, chemical, coking, building materials and non-ferrous metals. 2.Control inefficiency, backwardness, and excess capacity.
(1) Increase the backward production capacity and excess capacity reduction. Comprehensively phase out and out of the standard backward production capacity and non-standard enterprises. Research and develop high-emissions elimination standards such as carbon, brown corundum, ceramics, refractory materials, brick kiln, and casting.
(2) Strictly control the production capacity of “two high” (high energy consumption, high pollution) industry. In principle, the province prohibits the production of new steel, coking, electrolytic aluminum, foundry, cement and glass; new construction, reconstruction and expansion of construction projects involving bulk materials transportation, in principle, road transportation is not allowed.
